The Civil War turns us into an errand boy so we deliver a letter to the Jarl of Whiterun who in turn asks us to deliver his ax to Ulfric. Ulfic asks us to deliver the axe back to Balfruuf but when return Ulfric is delivering flaming boulders via catapult to Whiterun just blowing up the town because that's the cool thing to do. Just like Donald Trump delivers bombs.
