If you think about it, Danzou would have never allowed this war to happen. But I'll get to that in a minute. the reason the war has progressed into what it is now is because no one has ever put forth any effort into tracking down and stopping the Akatsuki. they ran rampart on the ninja world and no one ever tried to intervene. Another reason is that unlike the Kaze and Raikage no one ever thought of locking up or keeping the Jinchuriki under heavy surveillance. A knew where Bee was at all times. Sometimes he got away put they always brought him back. The former Raikage wanted Gaara to master his Jinchuriki that way he could defeat anyone who wanted his tailed beast. Sadly Gaara wasn't strong enough to fulfill this but at least the Sand Village took measures to prevent this.
Everyone in leaf village knew people were after Naruto but no one ever paid attention to the fact that people were after him. Jiraiya (God bless his soul) taught Naruto ninjutsu that would make him stronger and taught how to be a real ninja. Sadly Naruto wasn't able to live up to this but at least he tried. The Third Hokage just let Naruto go about his days like he would never find out that he had the Nine Tails within himself. Come on Sarutobi. The other Jinchuriki no one really cares about so I'm not discussing them.
Here's where I make my Claim. My AP Language teacher would be proud of me right now. Danzou would have put an end to all of the Leaf Village's problems without a doubt. Unlike the First, Fourth and Fifth Hokages Danzou has something they don't. He knows how to separate his personal feelings from what needs to be done. Unlike Tsunade he wouldn't let a 16 year old boy decide the fate of the Village. Danzou would have officially taken care of Sasuke and made sure he was either dead or constrained. Sasuke would have never been able to become evil because he would have killed Orochimaru when he attacked the Leaf Village. The only reason he's alive is because the Third felt sorry for his former student. Danzou would have also changed the password to enter the Leaf Village. The reason Itachi, Orochimaru, Kisame, and Pein were able to enter the leaf was because Itachi and Orochimaru used to live there and knew the pass code. Are you seriously telling me that you never thought of changing the pass code? If they changed the pass code after Orochimaru left than Obito would have never been able to lure out the Nine Tails which lead to Minato and Kushina being killed.
I'm going on a stretch here but if Danzou was Hokage he probably would have made Naruto and Anbu and had him master his tailed beast. In lame man's terms if Danzou was Hokage he would have made plenty of moves to either prevent the war or postponed it so that the Leaf would have been able to efficiently stop it.
